ANNOUNCES SIGNING OF LETTER OF INTENT
WITH CHINA NATIONAL INSTRUMENTS IMPORT & EXPORT CORP.
FOR THE EXPORT OF UP TO $30 MILLION OF U.S. MEDICAL EQUIPMENT

Bethesda, Maryland – March 30,1999 – Chindex International, Inc. (NASDAQ:CHDX) (U.S.-China Industrial Exchange, Inc.), the leading independent American company providing Western healthcare products distribution and medical services in the People’s Republic of China, today announced that it has signed a Letter of Intent with China National Instruments Import & Export Corporation (INSTRIMPEX) for the export of U.S. medical equipment to various hospitals throughout China, based on financing of up to $30,000,000 to be guaranteed by the U.S. Export Import Bank.

Present for the signing of the Letter of Intent in Beijing yesterday were U.S. Department of Commerce Secretary William Daley, Chindex Chairperson, President and CEO Roberta Lipson, China State Counselor Madame Wu Yi, as well as representatives from INSTRIMPEX and China State Development & Planning Commission.

Roberta Lipson commented at the ceremony, "We are pleased to be working with the Chinese government again on a government-supported project to provide U.S. medical equipment to hospitals throughout China. We are in the process of arranging the final shipments of medical equipment for a contract involving the same parties signed in 1998, and this new project will build on the success of our 1998 contract. A reproducible and ongoing program will help to ensure the continued growth of our company and enhance our competitiveness in this marketplace. The U.S. Department of Commerce has been instrumental in advocating both of our projects with the Chinese Government and it is very appropriate that Secretary Daley is present for the Letter of Intent signing today." Lipson continued, "This type of financing has been important to the success of our capital equipment sales, and we are pleased to see that this is a repeatable and sustainable program, now in its third year."

Lipson noted that additional work remains before a contract will be signed. A U.S. commercial bank will provide the financing for this project and the Bank of China will act as guarantor of the loans as well. The contract will then be contingent on the receipt of a loan guarantee from the Export-Import Bank of the United States.
